Access the MAPS e-Learning

MAPS e-learning consists of two courses.

The first, MAPS Fundamentals, is made up of a set of modules and cover all technical and practical aspects of MAPS.

The second, MAPS for Assessors, is made of a set of modules that are specifically tailored to people who will be applying the MAPS framework as assessors.

The two courses are open to anyone and are entirely self-paced. All you need to do is register and enjoy the learning experience!

In addition to the two courses, MAPS e-learning allows assessors to obtain a certification by completing both courses and passing the MAPS certification exam. The exam is only available to people who fulfil certain requirements and who intend to carry out MAPS assessments.

Become a certified assessor

To get the MAPS Certification, interested candidates must apply to sit the MAPS Certification Exam in one of the four annual cohorts. See the requirements, how to apply, and upcoming cohort dates below.

The MAPS Certification has been created for people working as assessors on MAPS assessments. The certification shows that the certified person has the necessary theoretical knowledge for participating in MAPS assessments, and that their general qualifications live up to the assessor requirements (but not necessarily the lead assessor requirements) in the Profile of MAPS Assessors. It does not provide a guarantee that the certified person is qualified to lead or participate in a specific assessment. It is always up to the lead institution, who is responsible for the assessment team, to ensure that assessors fit the requirements for the given assessment.

Since 2024, it is mandatory for all assessments that at least the lead assessor has obtained the MAPS Certification.

Enrolment in the MAPS Certification Exam is limited to candidates who:

Have the skills and qualifications listed in the Profile of MAPS Assessors. Candidates will only need to live up to the profile described for assessors, not the one for lead assessors.
Fulfil one of the following requirements:
- Demonstrated completion of MAPS Fundamentals and MAPS for Assessors in the MAPS e-learning programme.
- Demonstrated completion of MAPS for Assessors in the MAPS e-learning programme and participation as an assessor in a MAPS assessment that has been published with the MAPS Seal of Approval.

Candidates who wish to enrol in the exam will be screened by the MAPS Secretariat to ensure that they fulfil the conditions listed above.

Please note that the exam is run in specific cohorts throughout the year with a limited number of places in each cohort. This means that you are not guaranteed a spot even if you meet the conditions listed here. Places will be given on a first-come-first-served basis. If we have to close a cohort due to over-subscription, we will defer candidates who fulfil the requirements to the next cohorts.

The MAPS Secretariat will evaluate candidates on the basis of the information provided. If the information is incomplete or unclear, for whatever reason, the Secretariat reserves all rights to reject candidates. All decisions on applications are final. Rejected candidates can reapply for any subsequent exam cohort.

2nd cohort: 26-30 May (application to be submitted 19 May 12:00 CEST))

3rd cohort: 15-19 September (application to be submitted 8 September 12:00 CEST))

4th cohort: 1-5 December (application to be submitted 24 November 12:00 CET))

Each assessment conducted with the Methodology for Assessing Procurement Systems (MAPS) should be carried out by a team of highly qualified experts in the field of public procurement. The list linked on this page contains an overview of assessors who have passed the e-learning exam to obtain the MAPS Certification and/or who have conducted assessments that have so far undergone full quality assurance, received the MAPS Seal of Approval and been published on the website. The MAPS Secretariat can be contacted for support with regards to liaising with persons on the list or with general questions regarding assessors.
