The MAPS framework consists of a main assessment methodology (MAPS MAIN) and four supplementary modules for an in-depth assessment of specific policy topics: Sustainable Public Procurement (MAPS SPP), Professionalisation (MAPS PROF), e-Procurement (MAPS E-PROC), and Public-Private Partnerships and Concessions (MAPS PPP).
Both MAPS MAIN and the modules can be applied at the following levels of government (provided it has its own public procurement system):
- Supra-national (for example an economic and political union of countries)
- National
- Sub-national (for example a state within a country)
- Sector (for example the health or infrastructure sector)
- Entity (including state-owned enterprises)
All parts of MAPS are open to use by anyone and freely available. Government authorities can initiate an assessment by themselves or in collaboration with development partners. The MAPS Secretariat provides quality assurance of assessments and grants the MAPS Seal of Approval to assessments that live up to specific quality standards, including being drafted by independent and certified assessors.
