This MAPS MAIN assessment of Balochistan (a province of Pakistan) resulted in recommendations targeting the completion of the public procurement regulatory framework, strengthening of institutional and management capacity, enhancement of e-procurement and procurement data systems, and reinforcement of accountability, transparency, and anti-corruption mechanisms. It builds on Balochistan’s ongoing procurement reforms led by the Balochistan Public Procurement Regulatory Authority (BPPRA), including amendments to the procurement rules and the introduction of an electronic procurement system, and identifies measures to address gaps in the regulatory framework, limited procurement professionalisation, weak contract management and performance monitoring practices, fragmented procurement information systems, and insufficient stakeholder engagement. The recommendations aim to improve transparency, efficiency, competition, and value for money in public procurement while supporting the province’s broader development objectives.
