Nuevo León’s MAPS portfolio combines a MAPS MAIN assessment with a complementary MAPS PROF assessment, reflecting the state’s commitment to strengthening both its public procurement system and the capacity of the professionals who manage it. While the MAPS MAIN assessment reviewed the governance, institutional, and operational performance of the procurement system, the MAPS PROF assessment complemented these findings by focusing on the need for a more strategic approach to professionalising the public procurement workforce. Together, the assessments identified opportunities to strengthen procurement governance, improve transparency and efficiency, address skills and training gaps, align procurement functions with career development pathways, and foster a culture of ethical and high-performing procurement practices.
